Phoebe W. Payne August 5, 1922 - June 17, 2010 Phoebe W. Payne, 87, of Frederick, Md., formerly of Charles Town, died Thursday, June 17, 2010, at Edenton Retirement Village, Frederick, MD. Born August 5, 1922 in Martinsburg, she was the daughter of the late Edgar A. Wilson and Annie (Noll) Wilson. She was the widow of Roscoe R. Payne, who died September 7, 2000. Mrs. Payne retired from the Jefferson County Board of Education after 28 years of service as an educator. Mrs. Payne was a member of Asbury United Methodist Church and taught the Gleaner's class. She was a graduate of Martinsburg High School and Shepherd College. She was a member of the Eastern Star, the Retired Teachers Association, and the Wayside Garden Club. At the time of her death she was survived by three children, Cynthia Delbrook and Gary of Frederick, Md., Laurie Ann Thomas and Kenneth of Charles Town, and Robert R. Payne and Debra of Ranson; six grandchildren, Allyson A. Ranneberger and Greg, Jefffrey D. Love and Victoria, Kent Thomas, Austin Thomas, Kaitlyn Payne, and Logan Payne; three great-grandchildren, Emma Ranneberger, Caroline Ranneberger and Cooper Ranneberger, one brother, E. Noll Wilson and Patricia of Martinsburg; and several nieces and nephews. In addition to her parents and husband she was preceded in death by a special friend, Paul Sharff. Services for Phoebe W. Payne were held at 2 p.m. Monday, June 21, 2010 at Asbury United Methodist Church in Charles Town, WV with the Reverend Richard Kroll officiating. Hymns were "How Great Thou Art and "In The Garden." Anne Portrey sang "He Touched Me." Organist was Helen Campanella. Interment was at Edge Hill Cemetery, Charles Town, WV. Pallbearers were Jeff Love, Greg Ranneberger, Michael Wilson, Austin Thomas, Logan Payne and Kenneth Thomas. Honorary pallbearers were Gary Delbrook and Michael Wiltshire. Friends were received from 7 to 9 p.m. Sunday, June 20, 2010 at the Melvin T. Strider Colonial Funeral Home, Charles Town.
